I don't think there's any one civ that's unequivocally the best for beginners, but Rome (Trajan), Germany (Frederick Barbarossa), and China (Qin) are all pretty easy for a newbie to play and easily make use of their unique traits/bonuses. Rome is probably the better one. It was absolutely terrible when Civ IV was first released. There is no such thing as a strategy game that has decent AI when it is first released. It takes a lot of playing and testing to refine the AI while at the same time trying to solve game balance issues with such a complex game design.
